A new study from the OIG found that the most important external determinant of postal productivity is weather. Other factors include regional differences in real wages and terrain.

The research identifies areas where productivity is much higher or lower than would be expected given their weather, cost of living, and ruggedness — giving postal managers a chance to address problem areas.
