USPS DIM Pricing Regulations Effective June 23

The second phase of postage changes kick in on June 23, 2019 with DIM weight pricing for USPS Priority Mail and Parcel products, as well as new international weight limitations.

Change Priority Mail Dimensional Weight Calculation to use Configurable Dimensional Divisor for Zones Local & 1 –9

The Postal Service will change the Priority Mail dimensional weight calculation based on the greater of the actual weight or the dimensional weight for Priority Mail for all Zones, including Local & 1-9, and dividing the cubic volume by a 166 divisor (formerly 194).
Mailers must provide dimensions when the package’s cubic volume measures over one cubic foot (1,728 inches). Mailers are also encouraged to provide dimensions for all packages and allow for configurable dim divisors in order to support future changes. Negotiated Service Agreements (NSAs) would be allowed to have a configurable dim divisor for each Zone.

Add Dimensional Weight Pricing for Priority Mail Express for Zones Local & 1–9

The Postal Service will add dimensional pricing for Priority Mail Express to calculate postage based on the greater of the actual weight or the dimensional weight for Priority Mail Express for packages over one cubic foot for all entries and all Zones, including Local & 1-9, and dividing the cubic volume by a 166 divisor.

Mailers must provide dimensions when the package cubic volume measures over one cubic foot (1,728 inches). Mailers are also encouraged to provide dimensions for all packages and allow for configurable dim divisors in order to support future changes. Negotiated Service Agreements (NSAs) would be allowed to have a configurable dim divisor for each Zone.

Add Dimensional Weight Pricing for Parcel Select for Zones Local & 1–9

The Postal Service will add dimensional pricing for Parcel Select to calculate postage based on the greater of the actual weight or the dimensional weight by dividing the cubic volume by a 166 divisor for the following products:

— Parcel Select for packages over one cubic foot for all entries (DDU, DSCF, and DNDC) and all Zones 1-5 (DNDC only)

— Parcel Select Ground packages over one cubic foot for all Zones 1-9

Re-Categorize Flats over 15.994 oz. from First-Class Mail International (FCMI) to First-Class Package International Service (FCPIS)

The Postal Service will revise the weight limitation for FCMI flat pieces to 15.994 oz. to more closely align our definition of FCMI large envelopes (flats) with that of the Universal Postal Union Conventions.

As proposed, for FCMI flats that are over 15.994 oz., the Postal Service applications will not process those as FCMI and, instead, will identify the option of mailing those pieces under FCPIS pricing.

(Alternatively, the mailer could elect to use another class of mail such as Priority Mail Express International or Priority Mail International, if the mailpiece meets the requirements for those mail classes.)

— Postage Statement Changes: International Mail (PS Form 3700), FCMI flats will be allowed up to 15.994 oz., instead of up to 4 pounds.
