DMM Revisions For Periodicals, International

DMM REVISIONS: Periodical Mailers ID Statement On Cover; International Mailers One Form For Certificate of Mailing

The USPS announced effective immediately:

There are two revisions that are important for Periodical mailers and customers using customs forms.

DMM Revision: Periodicals Identification Statement.

Effective January 22, 2017, USPS will revise section 207.4.11.3 of the DMM to specifically allow a publisher to place the identification statement on the cover of a publication. This clarification confirms that this additional design option does not affect mail verification, processing, or delivery.

Although this clarification will not be published in the DMM until January 22, 2017, this revision is effective immediately.

IMM Revision: Updated PS Form 3665 and PS Form 3877.

Effective January 22, 2017, USPS will revise sections 311.1,311.32, and 311.42 of the IMM and all applicable Individual Country Listings (ICLs), to indicate that mailers use only one form for both international and domestic certificate of mailing firm books.

At the request of the mailing community, the Postal Service will issue a revised PS Form 3665, Certificate of Mailing —Firm, that mailers can use for both international and domestic certificate of mailing firm books — this revision will mirror the current PS Form 3817, Certificate of Mailing, which mailers may use for both international and domestic mail. Also, the Postal Service will revise PS Form 3877, Firm Mailing Book for Accountable Mail, to remove references to international certificate of mailing service.

USPS will continue to accept the current edition of PS Form 3665 (dated January 2016) for both domestic and international items until we release the revised edition.

We request that mailers separate their international items from domestic items and list international items first when using the current edition for both domestic and international items.

Mailers may also continue to use the current edition of PS Form 3877 (dated April 2015) for international certificate of mailing service until we release the revised edition. Once we release the revised PS Form 3665, mailers will no longer use PS Form 3877 for international certificate of mailing service.

We will issue additional notification when the revised editions of PS Form 3665 and PS Form 3877 are available and when we have officially revised other types of documentation.
