USPS 2027 PROMOTIONS CUT POSTAGE COSTS

2027 Promotions Calendar highlighting various marketing promotions with registration and promotion periods for Integrated Technology, Tactile, Sensory & Interactive, Direct Mail Discovery, Impact Messaging, and First-Class Mail Advertising.

The U.S. Postal Service notified the Postal Regulatory Commission of it 2027 Promotions, which give mailers the chance to reduce postage rates when using a postal promotion.

For 2027 the Postal Service is offering five Base/Primary Promotions:

And it is offering two Add-On/Upgrade promotions:

The Postal Service is implementing several changes to its promotions for CY 2027. From the 2026 promotions, it will discontinue the Continuous Contact Base/Primary Promotion and the Catalog Insights Base/Primary Promotion.

The USPS will continue unchanged from 2026 the Integrated Technology Base/Primary Promotion, the Informed Delivery, and the Sustainability Add-
On/Upgrade Promotions. It will modify and continue the Tactile, Sensory, Interactive and First-Class Mail Advertising Base/Primary Promotions. And it will add two new Base/Primary Promotions: Impact Messaging and Direct Mail Discovery for Marketing Mail.

Tactile, Sensory, Interactive Base/Primary Promotion

The Tactile, Sensory and Interactive Engagement Base/Primary Promotion encourages mailers to drive customer engagement with the mail using advanced print innovations in paper and stock, substrates, inks, interactive elements, and finishing techniques. By incorporating these print elements in a mail campaign, mailers may increase brand recognition and message recall by creating a multi-sensory experience for customers. First-Class Mail letters, cards, and flats and USPS Marketing Mail letters and flats that meet the promotion requirements are eligible.

The Postal Service is changing this promotion by adding two-tiers of discounts. The first tier will offer a 3 percent discount to mailers who use standard finishes and techniques. The second tier will provide a five percent discount to mailers who use complex finishes and techniques. The promotion period will run from January 1, 2027 to June 31, 2027.

Integrated Technology Base/Primary Promotion

The Integrated Technology Base/Primary Promotion encourages mailers to incorporate mobile and other technologies into their mail pieces. First-Class Mail letters, cards, and flats and Marketing Mail letters and flats that incorporate qualifying technologies will be eligible for a five percent discount. As they did in
2026, mailers will select a start date for a six-month promotion period within CY 2027.

First-Class Mail Advertising Base/Primary Promotion

The First-Class Mail Advertising Base/Primary Promotion will provide a 5 percent discount for mailers that promote their other offerings within their First-Class Mail mailings. First-Class Mail letters, cards, and flats that meet promotion requirements are eligible for the discount, and the Postal Service plans to offer the promotion from April 1, 2027, through December 31, 2027. In a change for CY 2027, the Postal Service will now allow mailers to include marketing messages on inserts.

Impact Messaging Base/Primary Promotion

New for CY 2027, the Impact Messaging Base/Primary Promotion will provide a 5 percent discount for mailers of First-Class Mail and Marketing Mail pieces that include messages promoting the impact of direct mail and other USPS offerings. First-Class Mail letters, cards, and flats and Marketing Mail letters that meet the promotion requirements are eligible. Examples may include messaging encouraging the use of direct mail or best practices of direct mail advertising. The promotion will run from May 1, 2027, to September 30, 2027.

Direct Mail Discovery for Marketing Mail Base/Primary Promotion

Also new for CY 2027 and to encourage the use of mail advertising, the Direct Mail Discovery for Marketing Mail Base/Primary Promotion will provide a 40 percent discount for Marketing Mail letter- and flat-shaped pieces—up to 5,000 pieces per mailing and up to 100,000 total pieces during the promotion
period—to a “new mailer” and a five percent credit to the eDoc submitter. A new mailer is a mailer that has never mailed with the Postal Service before or one who has not mailed in the past two years. The promotion will run from Apri 1, 2027, to September 30, 2027.

Informed Delivery Add-On/Upgrade Promotion

The Informed Delivery Add-On/Upgrade Promotion offers an additional 1 percent discount for mailings that incorporate best practices and techniques in their Informed Delivery campaigns and a 0.5 percent credit for the mail preparer. First-Class Mail letters, cards, and flats and USPS Marketing Mail automation letters and flats that meet the promotion’s requirements are eligible.

The promotion must be used in addition to a Base/Primary Promotion and it can be stacked with the Sustainability Add-On/Upgrade Promotion. The Postal Service plans to offer the promotion from January 1, 2027, through December 31, 2027.

Sustainability Add-On/Upgrade Promotion

The Sustainability Add-On/Upgrade Promotion encourages mailers to adopt a higher level of recyclable paper in their mailings by offering an additional 1 percent discount to mailers who prove their printer is using one of several approved certifications. First-Class Mail letters, cards, and flats and USPS Marketing Mail letters and flats that meet the promotion’s requirements are eligible.

The promotion must be used in addition to any Base/Primary Promotion and it can be stacked with the Informed Delivery Add-On/Upgrade Promotion. The Postal Service plans to offer the promotion from January 1, 2027, through December 31, 2027.
