NLRB Judge Rules For Union Over Staples Deal

National Labor Relations Board (NLRB) Administrative Law Judge Paul Bogas upheld the American Postal Workers Union (APWU) assertion  that the USPS-Staples Approved Shipper Program was subcontracting subject to the union contract.

Judge Bogas said the USPS did not meets its obligations to bargain with APWU over the Staples deal. If upheld, the decision could impact USPS efforts to use Staples and others as retail counters.

The Postal Service is expected to appeal the decision.
